Realistically, is there anything substantive that congress can do in response to a lawless president besides impeaching and removing him? Some Democratic member of the judiciary committee should draft articles of impeachment tomorrow.

The Constitution grants a president pardon power only for federal offenses, not death sentences imposed by state courts. For the same reason, no president can pardon Trump for his 34 felonies. The same limitation applies to commutation of death sentences to prison time.
