There's nothing to stop them from stopping payments to Trump political enemies plus whomever else they choose and from making payments to Trump's political allies and themselves. If they can stop payments to religious organizations, they can just as easily stop Social Security and Medicare payments.

Judge Merchan had to know there was a high risk of SCOTUS overturning his ruling if it was perceived to have been disproportionate to other sentences for similar crimes, or otherwise by simply saying Trump has Presidential immunity. In a very difficult situation, he did what needed to be done.

Given that Denmark only exports to the US about $10 billion worth of goods and services, a significant portion of which are intangibles like royalties, I doubt that Denmark much cares what Trump wants to do with his tariffs.
