kantha is a south asian technique for recycling scrap fabric. it was originally used at a time when fabric was very precious. the technique involves attaching layers of scrap material using a running stitch (pics 1, 2 and 3). it's similar to japanese boro (pic 4).

I wish you the best of luck sourcing the fabric. Mills End in PDX tends to have a good supply of workwear fabrics if all else further North fails.

Unless there's extra fabric saved in the shoulder (like extra long seam allowance), I don't think there's a lot that can be done. Still looks awesome though. Maybe you could wear it like it's 3/4 length with the sleeves pushed up?
