The rules need to be followed, or not. But, I think federal funding can be withheld. They did that a long time ago against one certain state that wouldn't lower the speed limit to 55mph.

If their jobs are unnecessary, then they are not needed and should go. It seems pretty simple. Nepotism in almost every job is crazy, but when we the taxpayer are paying for someone's family member to have a do-nothing job, it's theft at the very least and grifting, more likely.

I had a givement job too for a while. I saw ehatvwentbon, with about 20% actually working and others reading, talking to friends, making products to sell on Ebay.
