But here's the deal...when agency leadership doesn't say no to this and expects compliance, there's nothing to be done. Unreasonable demands are already being normalized. Agency heads have to make a stand and say no.

One ridiculous thing is many countries in Europe DON'T have free speech, at least not spelled out explicitly in their constitutions like we do. They can and do limit some forms of speech that would be no-brainer free here. Because they're different countries with different legal traditions.
