Libby/Overdrive doesn't charge like Hoopla does. That is a fantastic ebook and audiobook option.
Push for better funding for libraries and push for publishers to work more closely with libraries to provide ebook options.

Schools should be required to have a library and a full time library teacher (or at least someone with a library degree if not the focus on school libraries).
