That's because that's really all they are anymore -- politicians. They're certainly not representatives of the people & they're not even legislators unless their own job security isn't on the line.

I’m not sure what’s the worst scenario here, that nobody ever dared tell him how stupid and wasteful his water dump stunt was, or someone actually had the guts to tell him and he ignored and/or fired them.

A blood draw / IV would be taken from the back of the hand when the veins in the more typical areas are difficult to access, or too small or collapsed, due to poor vein quality, dehydration, or when a patient is a frequent blood drawer, leaving the hand veins as the most readily accessible option.
