That's a fascinating reflection on our walking routes; I feel like I see a shirt or bag pretty often on 14th between U and Thomas Circle, and nearly every time I'm on Connecticut to the zoo (from Cleveland Park) or from the zoo (to Woodley Park).

Seriously, though, people focus on increments of risk that are incredibly low in the city and honestly only slightly higher in the suburbs.

So. The difference is that the balk actually IS defined in the rules of baseball in excruciating, complicated detail with specific ways a balk can occur. A swing is just not there. At all. Pure discretion of the umpire(s).
