Yes, but there is no insurance in a flood zone in some places now... so the fed is eating it all via FEMA, so they will want to do something to mitigate that liability. Or maybe Trump will just tell everyone they are on their own and we will retreat from the water.

That's the more efficient market solution they want. More efficient because if you are rich you can navigate it by self insuring. But regulations apply equally to everyone so it hinders them.
