My understanding is that Khalil is still inside and has a lawyer present with him as they work to get the documents required to facilitate release.

Khalil has until 6:30pm CT to surrender his passport and other travel documents.
But no formal word of what time he will be released.

The new explosion of 287(g) deals includes departments with checkered civil rights records.
For eg. The Columbus County Sheriff’s office in North Carolina, which was previously denied entry in 2007, but then approved this March. It follows years of scandal:

On 30 January the Trump admin disbanded an oversight board, which included DHS civil rights office, that examined 287(g) applications. It handed sole responsibility to the ICE director
Within a day the new admin had approved its first deal
