There’s a psychological element to this as well, I think. Many folks think it’s rude to ask for something (e.g. money) unless the answer is likely to be yes. Many other folks think it’s ok to keep asking for things (e.g. work) until the answer is no.

Good advice for writers too, especially now the industry is in a hissy panic and so much stuff is done uncontracted or on spec. This applies even to flashy corporations with swish offices. They sometimes pay to keep the lights on and the fridge stocked by not paying you.
