So police officers had TWO opportunities to capture the assassin and he escaped them both times. 1st was in New Hope where officer didn't get a response, just drove on, before he killed the Hortmans. 2nd was at Hortmans as he killed Mark Hortman, they let him escape. Only tips lead to his capture.
