What's a moderator? A material that slows fission neutrons (emitted at high speed, ~2 MeV) making them far more likely (around 500 times more likely) to be absorbed by another U-235 nucleus, thereby fissioning it, etc.

The Yanks also built a natural uranium reactor to produce bomb plutonium -- to a graphite-moderated design by Enrico Fermi. (The critical insight that special high-purity (low boron) graphite would be required was Szilard's, I think.)
