No, it's a textured stitch, one row purl, then one row sl1, k1. But it just says row 1: purl, so I did it back to front because I just started purling for the first half of the stitches after the marker, but you need to turn and work it on the last half. Not clear at all which is ...

That makes sense to me (after I'd done it wrong once) - even though it doesn't say turn work before starting the heel AND the garter stitch panel faces the wrong way.
