It has happened before. It would sometimes take few days or couple of weeks before NOA showed up in reporter. Given the comm delays, maybe it will be longer this time… perhaps optimistic view!

At this point it seems like some ICs aren’t even funding awards that don’t require council review though. NIGMS only shows one NoA in the last 2 weeks on reporter. Why aren’t they issuing NoAs for non competitive continuing awards?

The biggest hit to extramural program staff appears to be grants management specialists (GMSs). It appears that 15-20% of GMSs were terminated.
This is quite concerning since these folks have already missed essentially a month of getting-grants-out time and have lots to do. They already work hard.
