At it's ceiling, 40k has gods that embody base concepts, starships the size of planets made of guns and The Strongest Metal, and an entire galaxy of armies clashing against one another.
Dr Who's ceiling involves a single switch with "The Multiverse" and "On" and "Off" written on it.

40k, as a setting, is War personified, and as a wargame it puts alot of emphasis on massive armies, huge warmachines, and even their smart players are about battle strategy, disruption, etc (cont.)

Mind you that's just a difference in the mediums, 40K is Viceral while Dr. Who is Cerebral, if that makes sense.
