At it's ceiling, 40k has gods that embody base concepts, starships the size of planets made of guns and The Strongest Metal, and an entire galaxy of armies clashing against one another. Dr Who's ceiling involves a single switch with "The Multiverse" and "On" and "Off" written on it.

in a small room with like four people talking to one another about phylosophy and technobable. 40k, as a setting, is War personified, and as a wargame it puts alot of emphasis on massive armies, huge warmachines, and even their smart players are about battle strategy, disruption, etc (cont.)

I'm not saying there's not smart people in 40k, not hardly trust me. IT's more the medium and how they tell their stories. Who wants to look smart, so its villans are shadowy figures with grand schems that span multiverses and can reshape the face of time and space, but it all takes place (cont)

C..could they though? I'm actually not sure because people underestimate how much raw power and tech are fit into those fucking salt shakers. Mind you that's just a difference in the mediums, 40K is Viceral while Dr. Who is Cerebral, if that makes sense.
