In a world with superpowers would it be possible to have a compelling villain whose only ability is wealth? Like, no magnificent bastard brilliance, just money. It feels like the only way to make it a threat to a superhero would be to have henchmen infinitely more interesting than the villain.

I blame authors. Reading Gibson et al in my childhood prepared me for ultra rich tech conglomerates destroying society; but the villains were intimidating or aristocratic. I was never prepared for them to be such pathetic losers.
