I feel Jessica was part of NC7 in an earlier draft. Her design is so much different compared all of the other student NPC in the games and for an NPC, she gets a lot of attention.

Like I said, she uses Water and Dragon type Pokemon. Despite Altaria being able to Mega Evolve, Kingdra is her ace!
In addition, her Keystone is on the ribbon tied in her hair with Altaria's Mega Stone being on a choker around it's neck!

Her gym is a cross between an underwater aquarium where you can see many wild aquatic Pokemon swimming in the ocean around you and a small stadium where spectators can watch her gym challenges.
The gym also features a battlefield that opens up an Olympic swimming pool for aquatic Pokemon.

Before becoming gym leader, she travelled across the Sinnoh and Hoenn regions where she fell in love with Pokemon Contests. As a result, her gym challenge requires challengers to impress a panel of judges and get a high enough score. If they pass the challenge, she'll battle them gladly.

Lia doesn't tolerate disrespect and values her family. Lia's come across many rude trainer who can't accept the fact that her husband and daughter come first. If they're disrespectful and rude to her for having a life outside of her gym, she'll refuse their challenge.

Lia serves as the 8th and final gym leader in the region, specializing in both Water and Dragon type Pokemon. She loves Water types for their elegance and Dragon types for their strength. So when she was given the opportunity to become gym leader, she chose both!

Sin Eater had passed and harm wouldn't be done to the Source.
Just before the start of Endwalker, she had only begun to physically revert back. Her eyes were back to their normal colors and while her green highlights were back, it would take time for the blue of her hair to return.

Seeing how much she's changed because of the Lightwarden's influence breaks their hearts. She was always so kind and gentle, but in front of them stood a cold, menacing and borderline menacing shadow of her former self. While they know it's not her fault, it doesn't make it any less painful.
