It should be basic knowledge that once opted into HRT and certain gender-related operations, opting out becomes a (slow, painful) death sentence. When a governing body opts to provide care to affected individuals, it forms a life-preserving contract. Violating that contract afterward is genocide.

It bears repeating that 5calls.org makes it incredibly easy to contact your reps. They give you the phone numbers, a script to read, and a run down of what is happening with each issue. I just called my senators in my pjs half awake and I'll probably do it some more later
