The problem was already going away long before the EU announcement. At the time of the announcement it was pretty much standardized to USB-A on the charger and USB micro B or Lightning on the device. I remember the EU promotion showing a tangle of chargers and plugs that I hadn’t seen in years.

Apple likes USB-C they designed it. Just after the USB consortium came up with the USB micro B (with superspeed!) plug and it was universally considered to be an abomination, the industry took action. Apple had a big influence on the process which is why USB-C is reversible like the lightning plug.

The EU "solving" a problem that has already gone away.
The e-waste problem has already gone away because chargers were already USB-A. Mandating the device socket to one standard will do nothing to reduce e-waste, cables are basically consumables, this will not change.
