You are correct about the vig bit. I would have no idea about tok, it's not a word we use in modern Danish, although there is a slightly archaic verb that does mean to do something foolish

Seen from the outside American democracy was always illusory. Campaign finance ensures that it is always the rich who decide. The electoral college and senate are designed to dilute most votes in most states.
