Yeah, it's entirely possible. What are the political demographics of that district? There are 17 election districts in the County--so do you mean a municipal or town district, and if so, which one?

Yes, it's entirely possible that an incumbent and well-known senator seeking re-election would be voted for, without each of those voters casting their ballot for Harris as president. Not everyone wanted Harris for president, and Gillibrand was a known entity in her senate race.
