New IR process... Ask the government what/who it definitely is not, then clean up based on who is "definitely is not".
Same tactics as deployed by parents for years when looking for lost $thing that "definitely isn't in my room", etc.

I've also seen that sort of symptom when incorrectly configured, or bad, endpoint security sees something enumerating the contents of a directory structure and decides it's probably ransomware. Then it and git (or the compiler) spend forever arguing about having access to disk i/o.

In Canada, and got zero border crossings planned for the foreseeable future. Between being way too risky to personal safety, and most people here not wanting to contribute to the US economy, it's really not worth it.
