Press outlets don't say that Musk and Bannon used a Nazi salute because then they'd get sued into oblivion. But they should still use stronger language than "provocative gesture." It's simple: just say "a gesture that resembles a Nazi salute." Not ideal, but BETTER than "provocative gesture."
