It is the voter ID on the return envelope that links the enclosed ballot to the voter. This is for tracking purposes only so we can confirm that we received a ballot from that voter. Once the return envelope is validated, opened, and separated from the ballot, the ballot is anonymous.

In Colorado, paper ballots are boxed and stored in a warehouse for 25 months after an election and then destroyed. Ballots have a number identifier that is used for the risk limiting audit but do not link the ballot to the voter.
That said, ballots cannot be altered once they have been cast.

I’ve worked elections longer than you’ve been alive and not once did I come across a non-citizen trying to vote.
The SAVE Act disenfranchises women, seniors, the disabled, military members, and US citizens living abroad. It is in direct opposition to the National Voter Registration Act (NVRA).
