The point being made is that even under Kamala there would still be things worth protesting and fighting for, but too often some people can be content with not pushing their government to be better under Democrats, which leads to underwhelming policy, which leads to opportunists like Trump in charge

Also (sorry, but having thought about it), I don’t think people think Democrats are incompetent. They think they’re doing badly on purpose because it suits their donors. Whether it’s leftists and “rotating villain” theory or Trump ranting about elites, people think it’s on purpose.
