To play devil's advocate, Election Day isn't a recognized holiday which means that the majority of people aren't able to leave work. Early voting is available but for the last couple decades voter suppression tactics have made it harder and harder for affected folks (often disenfranchised generally)

I think it’s all of the above. Plus the attitude of ‘I’m just one person, my vote doesn’t matter.’ And probably also the fact that a lot of people work long hours, can’t get childcare, etc. making voting a challenge...
