I also assume Nintendo knows how much times a game has been played, so for example if Game1 has been played 10 times and Game2 has been played 10000 times, then when the license ends, they probably won't renew the one people played the least.

Yep. Although, most of the 3rd party offerings are sort of forgotten games that companies can't really sell as single releases, so it shouldn't be that expensive to keep expanding NSO with cheap games like that.

Ultimately, however, the New Generation reboot did not sell well enough. It failed to gain a substantial new audience and also lost a lot of Goemon fans. Konami's venture failed, but in recent years the reboot has gained some appreciation for attempting to make a "Goemon X".
