Start with what topics are most meaningful to you, whether that's climate change or needlepoint, and then look for local groups by asking online, at libraries, local businesses that operate in that sphere, city/town halls, even google maps. If you make your own group, use those places as contacts!

It went to him first because it was filed in his 'jurisdiction'. that means he had the option to decide himself or to let the full court decide. Each justice has their own geographical area they have 'first dibs' on, so to speak, where they can either decide solo, punt it, or let the full court in.
