“Sometimes overlay zoning matches surrounding neighborhoods” does not refute that Nashville’s overlays are used as a way to keep neighborhoods under-zoned compared to their neighbors (and compared to market demand), artificially constraining supply and making housing in Nashville more expensive.

Tennesseans don’t want toll lanes. I’d be willing to bet that commuter rail service from Murfreesboro to downtown Nashville would poll better than 26% in favor.
