Disrupt. Capture the attention. Maybe as he starts speaking one member at a time stands up and walks out so a constant stream of visible protest. Once all are outside hold a press conference. Above all do not normalize. Things are not normal but an orderly SOTU would give the appearance of normal.

P.S. today, Johnson said that Elon deployed his AI models (which are off-site on Elon's private servers) on our govt systems. This means every piece of data was sent out to Elon's own databases, stored, and is in the wind.
