Mars with modern technology and a big prestige/research budget is considerably more habitable than subsistence living with premodern tech in various especially hellish parts of the Earth.

Europa is exactly the right one though. Cold as heck, but it's water!

They have to engage in 4D chess just to protect the people living on the ISS for six months to a year and even then they are pushing it.
