Those people are local administrators responsible for Cx compliance. That can be a large hole in the process. Compliance reviews are spotty at best & missing in some Cxs
If you checked NSA/DoD Cxs for those who legitimately service these activities (which you can't b/c the Cx awards themselves are classified), I doubt you would find any req'ment for NSA/DoD to test/certify/list/or even know the Cx-provided equipment used in Cx performance.
