My non-competing NOA was 3 months late, late enough for our finance people to start talking about halting spending an initiating layoff plans. It's insanely stressful. I hope yours is funded quickly.

Let us know when that non-competing NoA arrives. Even in the best of years I rarely got them by the supposed start date. My latest one that was supposed to arrive May 1 came May 15. So there's hope - hang in there & good luck.

I usually get mine a couple of weeks prior to the end of the FY. The wheels are turning as they asked me to correct my other support doc. Although I don’t think they used to even look at it since I had the same formatting last year.

We had to jump through a series of hoops to get mine - just arrived a month late. I was... stressed. Impossible to know how much is chaos and staff shortages, vs top-down intentional slow-walking. Net effect is to exhaust and demoralize everyone. So I feel your pain - hang in there!

Yeah actually for my May one it got kicked back to us (PRAM) because of a budget question. We quickly cleared it up but I've never had that happen before. It was a legit question but I've been wondering if it was the result of extra scrutiny.

Whereas this year has mostly been characterized by intentional malfeasance, next year there will additionally be both sheer incompetence and lack of adequate staffing to do the work NIH extramural has been doing for decades.

Per our understanding, funds are being delayed for effect but must go out this fiscal year. Things should be cooking by Labor Day.

I know this is not great news, but we have to plan.

We are being told by folks in intramural that they are planning on distributing ALL of their appropriation THIS fiscal year. They know they are behind the ball and that NOAs need to start moving at an alarming pace before we hit Sept.

I don't think so. It would be politically damaging not to use the appropriation for biomedical research. They will propose Congress cut it and hope it sticks.

They are planning on a large budget cut for NEXT fiscal year, but of course that is pending Congressional approval. But in their planning, they don't think there will be many new awards next year. Like, almost none.
