I think this is the thing. Democracies simply don't enter conflicts with adversaries of this scale and capability without taking extreme care to make sure they are, and are seen to be, exhausting all remotely plausible alternatives to the conflict.

Also, burning an 80+ year alliance with the Americans is a big deal with huge domestic political costs for leaders. Public perception of the reliability of the US as an ally has to change dramatically before they can go full throttle in public.
