NI, Scotland, Wales have regional government but not England.
Westminster almost always has a minority conservative government.
It'll take _hard_ work to get there, work that largely won't happen until a UKG decides to put the UK on a path to joining the EU.

There are no guarantees that they will ever be able to catch up even if they wanted to.
