Birmingham councillors voted to give themselves Β£18,866-Β£19,952. Which is a lot (A LOT!) more than the Β£7,000 average and significantly above the Β£16,000 max that you've quoted.

A local hotel once accidentally listed my work phone number instead of theirs on a mailing they sent out. It was wonderful, instead of doing any actual work I spent a month or two just answering the phone giving out the correct number.
