All of this adds up to we have local police forces with military surplus - and they use it because if they don't the jurisdiction they work for will make them get rid of it.

So for example there the US Postal Inspecorate Service whuch has jurisdiction over mail crimes and the US Park Police which has jurisdiction over national parks.

So because of how US federalism works we don't have a national police force - we have federal law enforcement that has jurisdiction over certain crimes and certain areas.
