Canada Post could be like Swiss Post and transport people along with packages and mail in rural and northern Canada. Many rural locations have lost bus service.
France Post has banking services at their rural post offices.
Delivering mail should be a part of what they do. Not all they do.

One of the problems is that inflated US private healthcare contributes to GDP, as do private prisons etc. GDP comparisons between countries are not always oranges to oranges comparisons.
