Very simple way of hiding pages. This is simply an entry in your .htaccess File on the webserver. Could be two things: the person in charge did not want to delete the page from the CMS, so he/she redirected the URL to the 'dei' URL, or they don't have the time to do it properly...

So it's likely done the easy-peasy way: one of the muskrat script kiddies just added a url rewrite rule at the front-end. URL rewrites are normally done for benign purposes, e.g content has been moved. Here it replaces the original one inserting "dei" gobbledidock to make it point nowhere.
