IANAL. As I understand it, the judge is following judicial rules on facts and evidence precisely, to assure all relevant and critical information properly makes it into the court records and to avoid it being disallowed and excluded as improper on appeal. Crossing all the T’s, dotting all the I’s.

This is a great point. All of these days passing, there are people suffering in a brutal, disgusting gulag in another country. Not sure what the judge can do since it's another country, but I hope the contempt findings take into account each person suffering due to the admins illegal acts.

Not how I read it. My interpretation - which could be way off the mark - is that he has basically told the administration that he is going to find them in contempt next week, and they can either purge the contempt by bringing them back, or face the consequences. Which could well be jail time.
