On each player board, there should be 4 levels. On the lowest level, there should be four gems. On the second lowest 3 gems, second highest 2 gems, and 1 gem in the top level. On the central tile, there should be 1 gem.

If quadrants correspond to player areas, perhaps an hex grid can do.
4 levels is 60 tiles (6+12+18+24) + central, and 60 happens to be divisible by 2,3,4,5 or 6 players, so you could color-code regions of tiles do differentiate between levels and player areas.
Among the boards, the octagons are easiest to read.
In the end, each gem scores you points depending on their level.
I just started thinking about non-concentric circles too. I'll experiment more!
