I think the devil normally goes for persuasion, but that takes some time, which in this telling was a limiting resource. So he decided on a market-based approach, going somewhere people have a known tendency to trade their souls for earthly advantage. That would be Georgia, probably Cobb County.
Just a vacation property, he's established to be a foreign prince. See U.S. ex rel. Gerald Mayo v. Satan and His Staff 54 F.R.D. 282 (W.D. Pa. 1971) (internal citations omitted)

Who is the devil's boss???
Also, the Devil's riff sounded better than his.
"But if you lose the devil gets your . . . I'm sorry, that's weird, I . . . I get your soul."
Note, the devil is in the House of the Rising Sun. And, as any fan of rock from decades past know . . . that's in . . New Orleans.
This song has many, many mysteries.
