I think everybody who thinks they know exactly what should be done here is kidding themselves. We're in terra incognita.

There's also the argument that if you want Congress to assert its power over budgeting, then the worst thing to do is fail to pass a budget and cede all power to the WH.

I do think it's worth wondering if this will be a normal shutdown, given that the GOP effectively wants to make a shutdown the permanent state of the government. It's not a reason to pass a bad budget, but there's a reasonable concern there.
