The young drivers reasonably believed they were in danger, and they were absolutely correct. And they were killed.
Police officers in the US are too often murderers.
There's a video by That Dang Dad about how his training and experience as a former cop "broke his brain", and I believe this more or less sums up why what those police officers said is odd.
Whenever I see this kind of thing, I remember sitting in my sister's house when her African-American daughter and son were stopped by town police in front of their home.
Cops have been this way FROM THE VERY BEGINNING. They started out in the USA one of three ways.
1. Slave catchers.
2. Guys who killed people who were striking.
3. Guys who protected criminal organizations. They'd bust opposing criminal rings, while protecting the mayor's.
They've NEVER BEEN GOOD.

Judge Dredd clearly identifies himself as an officer, formally charges suspects with crimes, and performs an admittedly expedited trial before enforcing a sentence. This is more due process than the victims in this story got.
Was pulled over on Venice Boulevard in my late model Camero back in the day when I lived in Los Angeles. Both cops got out of the squad and drew their guns on me and I can't describe how incredibly frightening it was, just thought I was gonna die.
First question the cop on the driver's side window asks me, "Is this YOUR car?" Yes, it's my car. I'm driving home from work. They don't even ask for my license, reg or insurance and just walk away.
Come to find out that they thought I was a long-haired guy and that this fit a profile: long-haired
But if you protest this kind of thing, you get corralled by cops, tear gassed, and the media calls you rioters, while racist family members can claim on FB the protesters are terrorists that burned down whole cities because a "thug" got killed "committing a crime" (for existing.)

It was literally one night of fires after Floyd was killed. Hell people came from out of state just to cause trouble. Well that and the first violence was instigated by a white supremacist. Nope Minneapolis burned to the ground by rioters.
"Outside Agitators" is a tactic white supremacists have used since Reconstruction to downplay black resistance. Frey and Walz used it to try to de-legitimize the uprising. Minneapolis burned down the 3rd precinct for Minneapolis. It wasn't some jackasses from Iowa.
Granted majority of arrests were from MN we still had plenty from out of state.
Either way in the end if it wasn't Minneapolis this was going to happen somewhere. People were sick of racial profiling by police. Floyd just happened to be the catalyst.
Yes we are aware of what happened to the 3rd precinct. However it wasn't our entire city burnt to the ground.
We STILL had jackasses running around causing trouble from Wisconsin and Iowa as well as out of towners. People were trying to hand out bricks on street corners to african americans.
Cops always "believe they're in danger", and they're always wrong; because their brains are so scrambled by police training to see every single possible person and thing as a nebulous "threat"
What makes it even more offensive is that a lot of cops in medium to large cities don’t live in that city. (In Minneapolis, about 5% live in the city). So they don’t even pay any of the taxes that pay for the sociopathic shit they do.
Unfortunately, there’s a Minnesota statute that prohibits residency requirements. In 2020 there was a bill that would have made exceptions for Minneapolis and St. Paul, but it didn’t go anywhere. For now, we’re stuck with cops that largely hate the cities and people who live there…
There's something to be said for proximity - knowing that you're going to have to interact with these people after work, rather than being able to retreat to a place of apparent safety.
