There is some sense in this. The black market economy allows unscrupolous employers to exploit migrant workers and undercut their competitors by not declaring tax. A national id card for workers would end that.

Firm who employ people with no working papers are exploiting them and therefore should be fine.

And the bulk of Ukrainian refugees' visas come up for renewal over the next 3 months. They have to apply for renewal (you'd think it'd be automatic but no) and can't until within 28 days of expiry. Already employers and landlords are turning them away because so little time left on current visas.
