I think he got suckered by a shiny but nebulous idea (Hyperloop), got distracted, later tried to make it sound like he knew it couldn't work and it was super-smart car sales strategy.
There are not even tracks down yet IIRC.
1. Federal funding deadlines forced construction before design or land acquisition was done -> expensive change orders
2. Too many pricy consultants
