I don’t understand why this matters.
I can sit in front of my house and collect vehicle data with my phone all day. Look up license plates on the DMV website and other places.
As far as I can tell, this is public information anyway, so why all the hubbub?

If someone can hack into this info, they could track a car remotely. Police, yes. But angry ex? Thieves wanting to know you're away from your home or business? Political or even business rivals seeking recrimination? Quite different from the intel gained by sitting in front of your house.

Car plates have a lot of data embedded in those numbers. Our home address, phone numbers, driver record, and possibly our social security number since all that data is with the state.
