There is clearly a law but some inspectors are still going home. The law meant nothing and in 7 months if it's ruled that Trump can't do what he did it won't matter. There will be zero consequences
This doesn’t seem like much of a protection. I’m not sure if there is some form voting mechanism that determines their fate. Either way, any thing can happen with this Congress.

a) comply with the text of the law (if they can),
b) challenge the law as unconstitutional (which will take time),
c) oblige Congress to change the law (which will result in a court challenge to the amendment), or
d) try to get away with ignoring the law.
