So an American citizen births/fathers an American citizen but might lose the tax credit because of the status of the other parent?
A friend of mine had a kid with someone who lived in another country. A foreigner, not immigrant. Would she lose the credit? ...

E.g., include some kids with one parent who's a citizen and other parent is on a student visas. Or spouse of some types of work visas
